Le débat dépasse l'opposition stérile entre un MEAL gestionnaire et un MEAL périphérique, pour proposer un cadre de gouvernance partagée où le MEAL coordonne techniquement la qualité et la fiabilité des données de performance, sans en être l'unique propriétaire. Cet article recommande la formalisation des frontières de responsabilité entre fonctions, la généralisation de tableaux de bord intégrés et pondérables, ainsi que l'adoption d'un référentiel qualité commun, comme conditions pour ancrer durablement la Triple Contrainte Intelligente dans la pratique MEAL africaine et pour orienter les futurs investissements des bailleurs dans ce domaine

Structured Debate N°009 allowed the MEAL Afrique community to move beyond a sterile opposition between a managerial MEAL and a peripheral MEAL, agreeing instead on a clearly defined, high-value role: MEAL produces, analyses and objectifies the evidence that enables the project manager to arbitrate between cost, time and quality, while shared data governance guarantees its reliability.

Three structuring implications emerge for organisations and donors active on the continent: the formal clarification of responsibility boundaries, the scaling-up of integrated steering tools, and the adoption of shared quality standards. These are detailed below as operational recommendations.
